Elections for Designating LACNIC´s Board of Directors

LACNIC members vote annually in order to fill the two or three vacancies that are generated in the Board of Directors each year. The Board of Directors is made up by seven members that serve a term of three years, starting on January 1st.

The members of the Board of Directors are renewed annually in groups of two or three (as appropriate). They are nominated and elected by the Members through an electronic ballot process on LACNIC's website. Not more than two directors may be elected having legal domicile in the same country. Directors may be reelected.

The election is held within 180 days of the Ordinary Annual Member Assembly.

The entire electoral process is supervised by LACNIC's Electoral Commission, an independent body that is in charge of organizing the election. The electoral commission establishes the regulations for the election, beginning with the invitation to submit candidate nominations. It is also in charge of counting the votes, determining the results of the election and determining which are the winning candidates.

Requirements that must be met in order to be nominated as a candidate

  • To be nominated by a member organization through its membership contact (person designated by each organization for exercising membership rights).
  • The organization must be up to date with its obligations.
  • The nominated candidate may or may not belong to the organization.
  • Members that have the right to nominate candidates are those with the right to vote.

Requirements for voting

  • To be a member of LACNIC on the date established by the election regulations.
  • To be up to date with membership fees as at that same date.
  • To have no prior debts towards LACNIC

Election of LACNIC´s Electoral Commission

LACNIC'S Electoral Commission is made up by three members that serve a term of three years. They are elected by the Ordinary General Member Assembly.

Requirements to be nominated as candidate for LACNIC´s Electoral Commission:

  • Being nominated by a LACNIC member (self-nominations are allowed).
  • Being endorsed by two (2) LACNIC members.

The employees of LACNIC may not be nominated or nominate any candidates.

The Electoral Commission is in charge of counting votes, determining the results of the elections and determining which are the winning candidates. This Commission is completely independent from the Board of Directors and the staff of LACNIC.

Election of LACNIC´s Fiscal Commission

The Fiscal Commission is made up by three members that serve a term of three years. They are elected by the Ordinary General Member Assembly.

Requirements to be nominated as candidate for LACNIC´s Fiscal Commission

  • Being nominated by a LACNIC member (self-nominations are allowed).
  • Being endorsed by two (2) LACNIC members.

The employees of LACNIC may not be nominated or nominate any candidates.

This organ is in charge of controlling the functioning of the institution and the actions of the Board of Directors.

Election of the LACNIC Public Forum Moderator

The Moderator of the Public Forum serves a term of two years as of the moment he/she is elected. The election is held during LACNIC's Public Forum, with the participation of those persons that are present in the room where the forum is taking place at the time the voting begins, that have registered to attend the forum and that are from countries within the region covered by LACNIC.

The electoral procedure, from the moment of the invitation to submit candidate nominations until their presentation at the forum, is in charge of LACNIC's staff.

A three-member commission, designated by the Public Forum for this purpose, is in charge of counting the votes.

Requirements to be nominated as candidate for the position of LACNIC Public Forum Moderator:

  • To be a member of LACNIC, or
  • To be nominated by a member of LACNIC.

The term "member of LACNIC" must be construed to mean the person that has been designated by his/her organization as "membership contact" in LACNIC's data base.

The employees of LACNIC may not be nominated or nominate any candidates. Self-nominations are allowed.

The Public Forum Moderator is in charge of the following duties:

  • Conducting the discussions of the Public Forum, the Public Policy Mailing List, and the Policy Development Procedure in general.
  • Evaluating and suggesting consensus in the discussion of policies.
  • Suggesting the conclusion of the discussion of a particular issue at the Public Policy Mailing List.
  • Summoning the creation of Work Groups through the Public Policy Mailing List.

Election of the Representative to the ICANN ASO (Address Supporting Organization) Address Council

Each year, the Internet community votes in order to fill a vacancy at the ICANN ASO Address Council. Each Regional Internet Registry is responsible for electing three candidates to the ASO Address Council in representation of their region. (*)

The representative to the ASO Address Council serves a term of three years.

The electoral process begins with an open call for candidate nomination, which is under the charge of the staff of LACNIC, and finalizes with the election that is held during LACNIC's Public Forum, with the participation of those persons that are present in the room where the forum is taking place at the time the voting begins, that have registered to attend the forum and that are from countries within the region covered by LACNIC. A three-member commission, designated by the Public Forum for this purpose, is in charge of counting the votes.

Requirements in order to be nominated

Any individual from the region covered by LACNIC may be nominated through this process, with the exception of LACNIC staff members. Self-nominations are allowed.

The ASO (Address Supporting Organization), ICANN's advisory and supporting body on numbering and addressing issues, was created in October 1999 after a Memorandum of Understanding was subscribed between the existing regional registries and ICANN. LACNIC adhered to the Memorandum, signing it after its recognition as a regional registry. In October 2004 a new Memorandum of Understanding was signed between ICANN and the NRO on behalf of the Regional Registries, thus consolidating the ASO as one of the supporting organizations within the ICANN structure.
