Summary

Policy Development Process
A proposal was presented to specify all steps of LACNIC Policy Development Process.
The Board of Directors of LACNIC approved this proposal with the aim of submitting it before the forum for its discussion. LACNIC's Board of Directors suggested the publication of the document and issuing a public summons for the submission of commentaries during a period of 45 days.
After its debate at the forum, this suggestion was approved. Consequently, the document and the summons for commentaries shall be published on LACNIC's website.
The Board of Directors clearly explained that the aim of the document is to establish guidelines for discussion, and the fact that it is not a closed proposal.
Consideration of Work Group Reports
NAP Micro-Allocations
This Work Group did not submit a report. There is an existing micro- allocation policy that includes NAPs. The aim of the Work Group was to identify whether there should be particularities specific to those micro- allocations that were for NAPs, for example, establish that these blocks should not be published.
During the debate no reasons were found to establish these particularities. Some speakers recommended that LACNIC use a specific block for allocating to NAPs.
The forum reached consensus in relation to discontinuing this Work Group.
Suballocation Window
Presentation by Enrique Torres
At the LACNIC III Open Policy Forum a policy on this subject was approved. At that time, during the debate, elements were suggested that justified the creation of this Work Group in order to continue discussing the subject, beyond the approved policy.
In this case, the Work Group did not reach consensus. Likewise, the Chair, Enrique Torres, made an informative presentation. No decision was adopted after the debate, except the continuation of the Work Group.

Proposal Presented by Erick Iriarte
The proposal presented by the Work Group, duly published on LACNIC's website and announced to the corresponding mailing lists, was set forth for the consideration of the forum.
The proposal of this Work Group was approved by consensus.
The continuation of the Work Group with the aim of considering operational aspects was set forth for the consideration of the forum, as was the creation of a new Work Group to evaluate the feasibility of allowing the use of Rwhois within the LACNIC region.
These proposals had the support of the forum.
IPv6 Micro-Allocations
Proposal Presented by Jesús Martínez
The proposal presented by the Work Group, duly published on LACNIC's website and announced to the corresponding mailing lists, was set forth for the consideration of the forum.
Aspects relating to routeability problems of blocks smaller than a /32 were discussed.
After the debate, the proposal of this Work Group was approved by consensus, with a slight modification that allows making allocations smaller than or equal to a /32 instead of allocations necessarily smaller than a /32.
Micro-Allocations for Multi-Homed End Users
Proposal Presented by José Enrique Díaz
The proposal presented by the Work Group, duly published on LACNIC's website and announced to the corresponding mailing lists, was set forth for the consideration of the forum.
The proposal of this Work Group was approved by consensus.
The continuation of the Work Group with the aim of considering additional aspects that did not have consensus within the group, such as the requirement of not having a previously assigned ASN and/or having the equivalent of a /25 block previously assigned by connectivity providers, was also set forth for the consideration of the forum.
The continuation of the Work Group was approved by consensus.
Lame Delegation
Presentation by Luis Otavio Furquim
The group did not reach consensus on a proposal. The group's Chair presented a personal proposal, not in representation of the group.
LACNIC's staff, through Frederico Neves, explained the controls that are currently in effect and which are the corrective actions that can be carried out without having a policy.
The Work Group Chair suggested summoning a new work group because of the low level of participation evidenced by the current group.
Summoning a new Work Group to continue discussing this subject was approved by consensus.
Experimental Allocations
Presentation by Roque Gagliano
The Work Group considered several subjects, but did not submit a concrete proposal for the consideration of the forum.
The group proposes to continue working.
The continuation of this Work Group was approved by consensus.
During the debate, on several occasions the importance of the participation of those potentially interested in this policy was emphasized.
Analysis of the Region's Particularities in Relation to IPv6
During the Open Microphone session the creation of a Group for the analysis of regional needs in relation to the specific subject of IPv6 was proposed. The existing requirement that ISPs provide sub-allocation of 200 /48 blocks during the first two years was mentioned as an example of what is considered an inadequate requirement for the region of LACNIC.
Summoning the creation of this work group was approved by consensus.
Summoning Other Work Groups
The creation of other Work Groups was discussed: groups not with the characteristics of Policy Work Groups, but groups that would work jointly with LACNIC's staff on improving some aspects of the services.
Summoning a Work Group to evaluate the interfaces, forms, system and procedures of LACNIC Registry Service and to make recommendations to the staff was approved by consensus. This Work Group, working jointly with the staff, shall analyze the feasibility of implementing suggested modifications.
Summoning a Work Group to analyze aspects related to the edition and publication of LACNIC policies was approved by consensus.
