Call for Nominations for Representatives to the ASO (Address Supporting Organization) Address council from LACNIC Region

This is an open call for nominations from the LACNIC region to fill one (1) seat on the ASO Address Council to cover the vacancy generated by the position of Francisco Obispo which ends his term as representative of LACNIC region on December 31st 2008. The elected representative must be willing to serve a term of three years starting on January 1st 2009.

The NRO Number Council representatives now fulfil the role of ICANN's ASO Address Council. Responsibilities of NRO NC representatives are outlined in the ASO Memorandum of Understanding at:

  • Calling for candidates will be made on February 28, 2008. The candidate must be a person from LACNIC´s region. Submitting of candidates, candidate's acknowledgment, and fulfilment of other requirements detailed below are due on April 28, 2008 at 20:00 UTC.
  • As the applications are being received, the candidate’s names will be published in LACNIC´s web site. Within the same period of time (by April 28, 2008) expressions of support to the different candidates will be received. Only candidates who are supported for at least 5 people can run for the election.
  • Information about the nominated candidates (acknowledgement of nominations, expressions of support, candidate’s biographical information) will be published in LACNIC´s web site
  • The election of the candidate representative to the AC/NC will be held on May 28, 2008 in the city of Salvador, Bahía, Brazil during LACNIC´s Public Policy Forum.
  • Casting of votes will be made through a ballot paper containing a list of the candidate’s names.
  • People who are in the meeting room at the moment of the election will be allowed to vote if they meet the following conditions: have registered for the meeting and are from countries within LACNIC´s coverage area.
  • Voters may mark one (1) candidate in the ballot paper. Each mark will be equal to one vote.
  • Vote will be anonymous.
  • A three-people-committee appointed by the Public Policy Forum will be in charge of counting the votes. No candidate could be member of this Committee.
  • Once the votes are count, the person who has obtained the largest number of marks (votes) will be proclaimed the representative of LACNIC region to the AC for the three years term starting on January 1st 2009 until December 31st 2011.
  • In the case the vote is tied, it will be cast again. Only the candidates who are tied will participate on this second vote.

1. The Address Supporting Organization

The ASO was created through a Memorandum of Understanding (MoU) that was executed on October 18, 1999 between the three existing Regional Internet Registries (RIRs) and ICANN . This MoU was endorsed by LACNIC on October 31, 2002 when LACNIC got its official recognition. In October 21st 2004, a new MoU was signed by ICANN and the Number Resource Organization on behalf of the Regional Internet Registries. Under this new MoU, the NRO Number Council performs the function of the ASO Address Council.

The main function of the ASO is to make recommendations to ICANN Board and participate in the development of global polices regarding IP address matters.

Normally, proposals for global policies within the area of ASO responsibility will be developed within context of the RIRs' policy development forums, and then forwarded to ICANN through the ASO. Submissions by interested parties and other ICANN bodies will also be considered by this organization.

The ASO is responsible for the appointment of two (2) Directors to ICANN, in accordance with ICANN's bylaws.

The ASO conducts its business in an open and transparent fashion.

2. The Address Council

The Address Council is responsible for managing the business functions of the ASO. Each RIR selects three (3) individuals to serve as members of the Address Council. One of them is appointed by the Board of each RIR and the others two are elected through an open call for nominations and voted during the Open Policy Forum of each RIR.

The other major role of the Address Council is the appointment of Directors to the ICANN Board of Directors. The Address Council follows the procedures described in the MoU, using an open call for nominations and an open process of selection.

3. The Role of Members of the Address Council

Members of the Address Council will not receive any compensation or reimbursement of expenses from the ASO. They will not be indemnified by the ASO, nor will the ASO obtain insurance coverage relating to the liability of the actions of members of the Address Council.

Council members will not represent any RIR, nor act as a representative of any other body. The Council members are appointed in their individual capacity, and their membership shall not be proxied by any other individual or organization.

Upon request, LACNIC will pay ASO AC meeting travel expenses for the three representatives it votes onto the Address Council.

4. Address Council Nominations Process

Any individual may be nominated within this process, with the exception of staff members of any Regional Internet Registries. Self-nominations are permitted.
